UN Declaration and Programme of Action on a Culture of Peace

In September 1999 the UN General Assembly agreed on the Declaration and Programme of Action on a Culture of Peace (A/RES/53/243). This document gives clear and comprehensive guidelines on a new mode of governance, which calls on the entire United Nations system; all governments, and all peoples to work together to build a freer, fairer and more peaceful global neighborhood through “a positive, dynamic participatory process where dialogue is encouraged and conflicts are solved in a spirit of mutual understanding and cooperation.”
